The Arizona Sports and Tourism Authority (AZSTA) came to Molera Alvarez seeking a defense against bills in the 2010 and 2011 legislative sessions. The bills could prevent the AZSTA from entering into contracts without legislative approval, preventing it from effectively managing operations.


Molera Alvarez spearheaded the effort to prevent the legislation from passing. The team also coached AZSTA to take a more proactive approach to legislation.


  • Saved AZSTA from losing its independent status and its ability to manage its operations
  • Allowed AZSTA to finalize its stadium concession agreement, thereby preventing AZSTA from losing (over a two-year period) more than $1.5 million in guaranteed event revenue
  • Through Molera Alvarez’s consultations, AZSTA has not only become proactive, but is now seen as an important part of Arizona’s economy.
