During the session, lawmakers introduced 2,030 bills, signed 126 into law, and vetoed 63, though the Governor has several days to act on bills passed on the final day of session. While the session concluded with a bipartisan budget agreement that included spending reductions across most state agencies and federal tax conformity measures, the final day was dominated by debate over several ballot referrals headed to voters this November.

Among the most notable referrals are HCR2001, which would expand voter identification requirements; HCR2048, which seeks to make ESA access voter-protected; and HCR2003, which would restrict school sports participation and facility use based on biological sex.
