Ed Zuercher Returns as Phoenix City Manager
The City of Phoenix announced the return of Ed Zuercher as City Manager, effective November 17, 2025. Zuercher previously led the city from 2013 to 2021 and currently serves as Executive Director of the Maricopa Association of Governments (MAG).
Beginning his Phoenix career in 1993, Zuercher rose through the ranks and guided the city through the Great Recession, achieving a $30 million budget surplus and earning national recognition for governance and workplace culture.
Mayor Kate Gallego praised his leadership, noting his ability to provide stability and guide Phoenix forward. Zuercher added, “I’m honored to return to the city I love and work alongside the dedicated employees who make Phoenix such an extraordinary place.”
