David Cavazos, Western Region Representative

David brings a wide range of executive experience to Molera Alvarez including serving as the Aviation Director at Phoenix Sky Harbor International Airport and Phoenix City Manager. He is an accredited airport executive AAE and certified economic development professional with the National Development Council. He has successfully managed large construction projects and negotiated complex agreements ranging from the new downtown Arizona State University campus and the Palo Verde Nuclear effluent contract. He brings a creative and strategic approach to solving business needs. His expertise includes economic development, airport development, water and major procurement’s. David’s focus is the firm’s business development efforts in California and other cities throughout the western region.

    • Managed more than 15,000 employees, 26 departments, an annual operating budget of $3.5 billion.
    • Successfully resolved a $275 million General Fund revenue shortfall in December 2009 for Fiscal Year 2010-2011. In two years, arrived at a $15 million surplus and achieved highest reserves in City history. Maintained AAA Bond rating and developed zero based budgets.
  • Project Manager, ASU Public-Private Partnership for new downtown Phoenix campus development and major downtown redevelopment
  • Aviation Director, Phoenix Sky Harbor International Airport
    • Managed the Aviation Department’s approximately 700 employees, an operating budget of $220 million, and capital expansion budget of $720 million.

    • Secured a $100 million federal grant to install explosive detection system for outgoing baggage at Phoenix Sky Harbor, one of only eight airports awarded federal funds under this program.
